  Government reveals plans to scrap millions of old vehicles!

The government of India has come up with a new plan to remove millions of old vehicles in India causing pollution and damage to the environment. The Union Transport Minister Nitin Gadkari unveiled the Voluntary Vehicle Fleet Modernization Program or "Vehicles Scarping Policy". Vehicles owner may get "strong incentives" including a 25% rebate on road tax on personal vehicles, 15% for commercial vehicles, and 5% on buying a new vehicle against scrapping certificate, union minister of transport Nitin Gadkari said on Thursday. 

Consumers will get 4 to 5% of the ex-showroom price of new vehicle on scrapping the old one. Also there will be a concession on the registration of new vehicle against the scrapping certificate.

“The objectives of the policy are to reduce population of old and defective vehicles, achieve reduction in vehicular air pollutants to fulfill India’s climate commitments, improve road and vehicular safety, achieve better fuel efficiency, formalize the currently informal vehicle scrapping industry and boost availability of low-cost raw materials for automotive, steel and electronics industry,” Gadkari said.

The criteria for scrapping vehicles is primarily based on the fitness of vehicles through Automated Fitness Center in case of commercial vehicles and Non-renewal of registration for private vehicles. A vehicle that fails to pass the fitness test will be declared End of life vehicle as per the proposed policy
The tests in the fitness test of vehicles are as per Central Motor Vehicle Rule, 1989.

These rules and the policy will be implemented from 1st October of this year while the rules for scrapping of government vehicles will be implemented from 1st April 2023 onward and the mandatory fitness test of other category vehicles will be implemented in manner from 1st June 2024.
